Shadow Fleet Enforcement Intensifies

Russia's shadow fleet—aging tankers operating outside mainstream insurance and inspection regimes—has become the primary mechanism for circumventing Western crude oil sanctions. These vessels transport Russian crude and refined products via transshipment hubs, flag-hopping, and alternate routing strategies.

The English Channel boarding authority is strategically significant: many shadow tankers transit the Channel en route to Mediterranean and Asian markets. By authorizing direct boarding and inspection, the UK is inserting physical enforcement into the shipping corridor.
